District School Board of Niagara to review policies

Several Niagara District schools are under review. The school board has released plans for a review it will be conducting in March, 2012 to assess changing enrolment patterns, issues with aging facilities and staff efficiency. Schools with low enrollment or which make inefficient use of its staff may face restructuring or closure depending on the board's decision.

"The District School Board of Niagara is committed to creating innovative learning environments that support student achievement," said the District School Board of Niagara (DSBN) Web site.

"Accommodation reviews are necessary to address both declining enrollment and counteract aging facilities. Reviews are important to make sure we are efficiently using available space to accommodate students as enrollment changes."

Other issues such as fundraising, the use of electronic communication devices and workplace violence and harassment policies have been scheduled for review by the fall of 2012.

A likely cause for the review includes the community's concern over the depletion of students in certain schools, and the DSBN permitting students in certain districts free bus transportation to schools in different districts offering specialized programs.

This problem arises when the enrollment at certain schools reaches extremely low levels, prompting the DSBN to evaluate whether a permanent school closure is required. By monitoring the open availability for students to leave the district, enrollment numbers may improve in less popular districts.

"We know that facility needs and neighbourhoods change over time," said the Web site.

"School boards are responsible for providing schools and facilities for their students and for operating and maintaining schools as effectively and efficiently as possible to support student achievement. Sometimes accommodation reviews do recommend a school closure or consolidation."

The DSBN is responsible for the well-being and education of 24,600 elementary school students and 14,850 secondary school students and covers all 12 municipalities within the Niagara Region.

"Public consultation is at the heart of the accommodation review process," the Web site said. "While there may be speculation throughout this process, we will continue to inform students and parents about all new developments during the review."
